II.2.4) Description of the procurement

Shropshire Council (鈥渢he Council鈥) seeks to award a contract for the design, procurement, construction, commissioning and operation & maintenance of a biomass 鈥淧yrolysis Plant鈥 (鈥渢he Plant鈥), including the provision of instrumentation, control and automation of the equipment, civils and electrical works for a biomass pyrolysis facility supplied by the Council at Coder Road, Ludlow , United Kingdom (鈥渢he Contract 鈥).

The Council requires initial servicing and support over the initial two years of the Contract. If the Council exercises its option to extend the Contract, from year 3 until expiry of the Contract, the successful contractor shall provide ongoing operation and maintenance services under a separate Operation and Maintenance Contract.

The Council requires the successful contractor to provide a fully inclusive warranty within the first-year post commissioning to 鈥楲ive鈥, with a further year with servicing and support. This would include a 24hr response to be on site to remediate any operational issues.

Description of options

The Council reserves the right to extend the contract at its sole discretion for the continued operation and maintenance of the Plant. Should the Council exercise its right to extend, the successful contractor will be given not less than 12 months鈥 notice to that effect and such option to extend will be treated as an instruction for additional services in accordance with Condition 33.3 of the Operation and Maintenance Services Contract (鈥淥&M Contract鈥) (please refer to the draft O&M Contract published with the procurement documents).
