The Newham Community Learning Trust is a highly successful Trust with six schools, two primary and four large secondary schools in London. The Trust has approximately 5,375 students aged between 6 and 18 years of age and is supported by a team of some 750 teaching and support staff. The current contract is a mix of in-house operations and contracts managed by Juniper Ventures, Birkin and one in-house operation. The Trust is tendering its cleaning services in all six schools, four large secondary and two primary schools. The two stage restricted tender is being managed under The Light Touch Regime. The trust are seeking a professional cleaning contractor to deliver an excellent level of service throughout the year. The Trust will award all 6 schools to one contractor. Another school may be joining the Trust in the coming months. If that happens, they will be incorporated in the tender exercise at the ITT stage. The Trust require a TUPE compliant financial model w

II.2.4) Description of the procurement

The Newham Community Learning Trust is a highly successful Trust with six schools, two primary and four large secondary schools in London. The trust are seeking a professional cleaning contractor to deliver an excellent level of service throughout the year. The Trust will award all 6 schools to one contractor. The Trust require a TUPE compliant financial model which will be scored in the tender evaluation. A second, ‘Greenfield’ financial model will also be required for consideration, although this will not be scored in the evaluation. The contract is scheduled to commence on 15th February 2025, initially spanning three years with an option for both parties to extend the contract for a further two years, (3+1+1) beyond this date by mutual agreement. Any contract extension will be subject to the Trust’s satisfaction and agreement on budgets and service levels. Most of the cleaning staff have LGPS pension schemes and either having ABS in a London Borough, or the ability to achieve ABS status, will be essential for bidders.The estimated turnover for the initial three-year duration is approximately £4,500,000.
