Birmingham City Council (the Council) wishes to create an Approved Installer List (AIL) of suitably experienced retrofit installation companies with specific expertise in delivery of Energy Company Obligations (ECO) and the Great British Insulation Scheme (GBIS).

The Council anticipates appointing a maximum of five installers onto the AIL. The Council's ambition is that installers deliver retrofit measures across 3000 properties in the City of Birmingham per annum.

Neither the Council nor households shall provide any funding towards the retrofit measures. The installers are required to deliver the retrofit improvement measures and apply for funding to the relevant organisations/body.

The retrofit measures that are expected to be delivered by installers are those eligible through the ECO and GBIS programmes (the scope and measures will be flexible to accommodate future changes to the ECO/GBIS provisions or other Government led funded schemes of a similar energy company obligation nature).

II.2.4) Description of the procurement

Through the Energy Company Obligations programme there is significant opportunity to increase fully funded investment into retrofitting the most inefficient homes of all tenures across the city. The Council is seeking to facilitate an increase in the number of properties which can be benefited through the schemes.

The Council will be looking for retrofit improvements to be delivered to approx. 3,000 homes per annum. Installers will work City wide to maximise the delivery of high-quality retrofit through these schemes. The services required relate to all eligible tenures.

Installers will be required to market, develop, deliver and manage a holistic service (from application to completion) for households. The retrofit measures that are expected to be delivered to Birmingham citizens by installers include, but are not limited to; insulation works, low carbon heating systems, renewable energy installations, heating system upgrades and repairs, windows and doors, draught proofing and other associated enabling building works.

The Council is looking to secure an annual concession fee from each installer. This fee will be used to cover the Council's costs in targeting and promoting ECO and GBIS funded measures in Birmingham, verifying household eligibility and signing declarations etc.

Installers and their supply chains will be required to actively participate in the achievement of the Council's social, economic and environmental objectives. Accordingly, contract documents may relate to social, economic and environmental considerations.
