UK Research and Innovation (UKRI) seeks Expressions of Interest for the upcoming opportunity, ‘NERC Estates & Sustainability Professional Services Framework’. The framework agreement will support the Natural Environment Research Council (NERC) in developing and delivering a broad range of estate management, environmental sustainability, and construction project management services across its UK Managed Science Estate. The framework will be in place for 4 years with an estimated total value of £8,500,000.

II.2.4) Description of the procurement
NERC is the driving force of investment in environmental science in the UK advancing the frontier of environmental science by commissioning new research, infrastructure and training that delivers valuable scientific breakthroughs. NERC invests public money in world-leading science, designed to help us sustain and benefit from our natural resources, predict and respond to natural hazards and understand environmental change. The NERC UK Managed Science Estate which provides its primary science infrastructure and support facilities split across two wholly owned research centres, made up of eight geographically spread sites comprising of observatories, laboratories, offices and national archive facilities. The purpose of the NERC Estates & Sustainability Professional Services Framework will be to provide support to NERC and it’s centres with estate management, environmental sustainability, and construction project management services, aligned with the principles of reaching net zero whilst maintaining the sites at RICS condition B. We anticipate the scope to cover the following aspects: 1)Estate professional and technical services: Core services include the provision of multidisciplinary disciplines such as condition surveys, long term maintenance planning, decarbonisation, valuations, strategic advice, planning, estate management, property, health and safety compliance, building surveying services, asset management, business cases, fire strategy, sustainability & climate change adaption and energy efficiency. 2)Construction project management services: Core service include the provision of client adviser, project lead and contract administrator, architect, BIM, building services, civil and structural engineer; cost consultant; lead designer; principal designer and specialist surveys, such as biodiversity & topographical.
