Linkage is seeking to appoint a Project Officer to support the project team in delivering the project and overseeing the project's relationship with the National Lottery Heritage Fund, and any other supporting funders as required, to deliver a scheme of repair, refurbishment and renovation works for Linkage's Weelsby Hall site in Grimsby, North East Lincolnshire.

II.2.4) Description of the procurement
The project name is 'An inclusive and sustainable future for Weelsby Hall'. Linkage are confident of a successful application to the National Lottery Heritage Fund for a round 2 grant to rescue three of the neglected historic buildings on site and renovate them for future viable use. Other significant grants has also been secured from other sources, in addition to Linkage's own funding streams.
Linkage is seeking to appoint a Project Officer for the Project's Delivery Stage.
Linkage's vision is to safeguard Weelsby Hall's heritage by renovating and refurbishing the historic buildings for productive use, creating jobs, and generating an income to fund their on-going maintenance.
The proposed scheme includes, in summary:
• Refurbishment and reconfiguration of the Hall for use as a
Centre of Excellence for Care Training, including a sensory
integration suite, and accessible offices to the first floor
• Renovation, with new build extension, of the Courtyard,
former stable outbuildings to create residential care
accommodation for people with more complex needs (higher
levels of acuity)
• Repair and refurbishment of the small Oasis building for use as
a base for Linkage's volunteers and 'shop window' as a space
to display items within the Sensory library.
• Appropriate internal and external interpretation that engages
Linkage's clients and the general public in Weelsby Hall's
history and its links to Grimsby's fishing heritage.
The contract will be let for the Delivery Phase (RIBA Stages 4-7). The current programme identifies the following indicative timescales for the consultant's input:
• HLHF Round 2 bid submission consideration period: May
2024 - November 2024
• Delivery Phase: December 2024 - March 2027
The Delivery Phase appointment is dependent on the successful award of NLHF funding.
