II.1.4) Short description

This is a voluntary notice. The procurement is for a below threshold concession contract.

Warwickshire County Council is seeking a Supplier who can provide containers, along with a collection/haulage and a reprocessing/recycling service for cardboard, paper and mixed papers (Goods) arising from Warwickshire County Council Household Waste Recycling Centres (HWRCs).

The Supplier shall provide the Services and pay the Concession Fee for the Goods (cardboard, paper and mixed papers) referred to in the Invitation to Tender from the Contract Commencement Date and on the terms and conditions set out in the Contract documentation.

The initial contract term will commence on 1st November and will be for a period of 3 years (36 months). However, the Council reserves the right to extend the contract by further periods not exceeding 24 months. This means the maximum possible Contract term is 5 years (60 months) in total.

Please note while the estimated total value of the concession at II.1.5 has been stated at 拢1.5 million, this is an anticipated figure to allow for changes in the volume of the Goods (cardboard, paper and mixed papers) and market fluctuations. We estimate the actual value over the 5 year period to be closer to 拢1 million based on historical values and tonnages.

The Goods (cardboard, paper and mixed papers) will be collected within the County Council boundaries of Warwickshire County Council.

II.2.4) Description of the procurement

It is the responsibility of Warwickshire County Council, as the Waste Disposal Authority to provide HWRCs for members of the public. The material from the HWRCs needs to be managed safely and in line with the waste hierarchy.

The Council manages 8 of its HWRCs in-house and must have contracts in place for the reuse, recycling, recovery or disposal of materials brought to the site by the public or traders.

One of the material streams the Council needs to have a contract for is cardboard, paper and mixed papers. In 2023/24 the total amount of cardboard, paper and mixed paper arising from Warwickshire managed HWRCs was approximately 2,000 tonnes.
