II.2.4) Description of the procurement

The publication of this notice formally launches the process to find and appoint a specialist, considerate and community-focused memorial design team. We are inviting expressions of interest in the procurement of a consultant(s) and other specialists who will make up an appropriately skilled multi-disciplinary design team (MDDT) to develop the memorial concept design in collaboration with the Grenfell community, to support the concept design phase of the memorial through to its delivery and construction.

The Authority is seeking Applicants to submit expressions of interest to participate in its tender process, being conducted in accordance with the Competitive Procedure with Negotiation (CPN) of the Public Contracts Regulations 2015 (as amended).

This is a two-phase procurement. Phase 1 invites design teams wishing to prepare a carefully-considered submission that describes their motivation for participating, their ability to work in partnership with the Grenfell community, delivery and completion of project examples and overall experience and balance of the design team. Following shortlisting of submitted phase 1 responses, phase 2 will invite up to five shortlisted teams to refine their preliminary designs using insights from the Grenfell community. Teams will visualise elements of their proposals that are relevant with or without a Grenfell Tower in place, the focus being to select the right design team rather than to finalise a specific memorial design.

More information is contained on the Commission website:-

We trust that if you review the design brief and further information about the selection process and feel that you would like to participate, you will follow the links to the e-tendering portal to register an interest in participation.

There will be market engagement events throughout phase 1. Further detail of these, and how to register to attend, is contained within the document pack available to those who register an interest in this selection process.
