Recognition of the most economically advantageous tender submission is expected to inform ‘best value’ provision of appropriate, required, specialist resources with flexible capacity observant of both the Council’s immediate and medium-term needs. The anticipated contract award will inform a flexible, cost-effective, solution commensurate with Council demands in immediate, short- and medium-term contexts.
The proposed contract is also expected to inform Transport for London’s (TfL) continuing confidence to award (discretionary) grants – which complement the Council’s corporate ‘15-Minute Neighbourhoods’ aspirations and broader ‘Mission Waltham Forest’ agenda – to underpin vibrant local economies and an increasingly sustainable regional environment.

II.2.4) Description of the procurement
The ability to demonstrate the continued existence of a quality, flexible, value-led civil engineering design partner, at our on-going disposal, is expected to act as a catalyst towards further, additional, inward capital infrastructure and public realm investment to accommodate a borough whose urban environment is continually evolving due to myriad external/environmental factors, whilst also conferring concurrent benefits upon the local economy.
