The Strategic Development Advice contractor will be required to provide the following services: Provision of Strategic Advice to HIE; advise on the delivery of the project; advise on Funding Assistance to assist HIE to secure external funding; development and execution of HIE鈥檚 Town Planning Strategy; Advise and agree any development protocols. This list is not exhaustive but provides the basis of services required. Full details are provided in the Tender documentation.

II.2.4) Description of the procurement
It is expected that these services will be required from early October 2024 for a period of 4 years, unless terminated in accordance with the provisions of the Framework agreement.
The budget currently available to deliver this service is between GBP 360 000 and GBP 400 000 (excluding VAT).
This figure is inclusive of Travel and Subsistence (T&S). However, for delivery in certain locations, HIE may accept additional T&S and travel time costs. These will be identified at the call-off and will be payable for Shetland, Orkney, Outer Hebrides and parts of Argyll and the Islands. In such cases, fees for travel, ferries, flights and accommodation, will be agreed with HIE (in advance), will be at rates appropriate for a public sector contract and be paid 鈥渁t cost鈥. The supplier will be able to claim for costs associated with travel within the HIE Area but not for travel to and from the HIE area. Travel time and costs should be from either the HIE Principal Office, or the supplier's office whichever is the lesser distance/cost to HIE.

This may result in amendments to requirements under the Framework, including but not limited to:
- reduction/ removal of Services, e.g., HIE actioning more of the services or elements of the services themselves
- the addition of similar Services
- increasing the volume of Services
