A joint initiative between the Biotechnology and Biological Sciences Research Council (BBSRC), part of UK Research and Innovation (UKRI), the Foreign, Commonwealth and Development Office (FCDO) and the Bill & Melinda Gates Foundation will see the creation of a new centre at The Pirbright Institute designed to accelerate the development of animal vaccines to combat emerging and urgent infectious diseases.
The consequences of livestock disease can be catastrophic. As well as posing a very real risk to global food security and international trade, livestock disease also presents a significant threat to global human health due to its pandemic potential.
While the UK remains a world-leader in the early-stage development of vaccines for both human and veterinary medicine, globally we need to strengthen our collective capacity to translate scientific discoveries into solutions for the most challenging veterinary infectious diseases.
The new Centre for Veterinary Vaccine Innovation and Manufacturing (CVIM) will bridge the gaps between research and expertise in process development and manufacturing while strengthening the UK's own emergency response capacity and capability. It will bring about tangible health and economic benefits by focusing on diseases prevalent in low- and middle-income countries.

The successful Contractor will be responsible for designing and building a c.590m2 new-build facility for The Pirbright Institute, c.461m2 of functional space on the ground floor and c.129m2 of plant space on the first floor.
1) General building outline: New build facility, 590m2, two story above ground, with all functions on ground floor, and plant room on the first floor, comprising of 1 nr GMP cleanroom (ISO007), 1 nr cold-room (CNC), 1 nr freezer room, RM Storage and receipt areas, 1 nr QC Micro lab (CNC), 1 nr QC lab (CNC), a write up area/office and all supporting areas including a plant room and associated external works.
2) The building will be constructed within the existing Pirbright site.
3) Achieve Part L - 2, target for Net Zero Carbon (NZC).
The design of the facility will include biocontainment (ACDP CL2/SAPO2/GMO2), BREEAM: Very Good, cleanrooms (up to ISO7), good manufacturing practice (GMP), net-zero carbon and equity, diversity and inclusion (EDI). The project team that developed the RIBA Stage 3 design in conjunction with the end-user requirements were as follows.:

• Cost Manager - Turner and Townsend
• Multi-Disciplinary Design Consultant / CMT - Scitech
Following the publication of F01: Prior information notice (PIN) 2023/S 000-013633 on 12th May 2023 which was published to establish interest within the market and to help inform us on a number of strategic decisions in relation to this procurement, and determine our strategy a second PIN 2024/S 000-002555 was published on 25th January 2024 to advise of the planned future procurement. We have determined that a Design and Build, 'Open Procedure' Single Stage Tender offers the quickest route to completion whilst still meeting competition.
Along with this F02: Contract Notice a Contracts Finder Notice will be published on the same day and referenced in VI.3 Additional information of this F02: Contracts Notice (see below). With the ITT (Invitation to Tender) Pack or a least some of it being upload as attachments on to the Contracts Finder Notice (the remaining Appendix/documents will be available on receipt of a completed and signed of a Confidentiality Agreement see in VI.3 Additional information below. The ITT package will also be available on demand from procurement [at] pirbrightinnovations.co.uk. The RIBA stage 3 information will be included in the ITT pack. The Contractor will tender the works on an RIBA Stage 3 design which will form part of the contract documentation, the Contractor as part of their contractual obligations shall further develop the design making design submissions post-contract for approval by the Project Manager and the compliance monitoring team.
The contract proposed is NEC4 Option A: Fixed Price with Activity Schedule with 'Z Clauses' that will be included in 'draft' as part of the ITT pack.
The 'desired' completion date is January 2026. At this point, a planning consultant has been engaged but the project is still subject to a planning submission and approval - the Contractor would be responsible for discharging residual planning conditions as required. The Contractor shall also be responsible for discharging residual BREEAM conditions (will be included within tender pack) and taking on the net-zero carbon philosophy received to completion.
