II.1.4) Short description
Devon County Council is seeking to commission an integrated service commissioned on behalf of itself and NHS Devon Integrated Care Board to provide community equipment for Adults and Children in Devon. The Services should provide a one-stop shop for the direct provision, delivery, installation, support, maintenance, collection and recycling of Community Equipment items, including Technology Enabled Care and Support (TECS).
The Council will require a single point of access to the Services for itself and the ICB that is supported by full back-office co-ordination and an effective and efficient IT solution to support on-line ordering and the real-time tracking of orders.
The requirement is for any Service User within the Devon County Council boundary, with health and/or social care and/or educational needs to have quick and easy access to the Community Equipment including any TECS necessary for such Service Users to stay independent and live healthily for longer.
The Council and ICB are seeking services to be delivered innovatively in a way that meets the needs of the population now and throughout the contract period. As such, the Commissioners will expect the Provider to continuously engage with stakeholders and, in agreement with Commissioners, evolve the services ensuring they are fit for purpose and meets patients’ needs. The service needs to work in an integrated manner offering seamless support, particularly from a patient's viewpoint.

The initial duration of the agreement will be for a period of 5 years. The Commissioner has a maximum financial envelope available of £9,258,913 per annum. This is made up on £4,882,500 per annum for activity and £4,376,413 per annum for hardware. The total maximum contract value for the initial 5 year Contract is therefore £46,294,545, made up of £24,412,500 for activity and £21,882,065 for hardware.
At the end of the initial contract 5 year term the Commissioner will have an extension option for any period up to a further 2 years which will be awarded at their discretion, giving a maximum possible contract value of £64,812,391 (activity and hardware combined) over 7 years if the fully extended contract term is fulfilled. All figures are given excluding VAT. The above figures are all provided as flat cash – i.e. with no inflationary price increases assumed over the contract period.
The contract is expected to commence on 1st April 2025.
