The Provider will work with NHS Dorset, to develop, implement and provide a procurement and management system for electronic medical devices, spares and consumables used by service users who are eligible for Continuing Health Care (CHC) or Children and Young People Continuing Care (CYPCC) funding.

II.2.4) Description of the procurement
Development, implementation and provision a procurement and management system for electronic medical devices, spares and consumables used by service users who are eligible for Continuing Health Care (CHC) or Children and Young People Continuing Care (CYPCC) funding.
The service shall:
• provide an overarching management system, linking with device users, clinical
support teams, equipment suppliers, maintenance agencies and local NHS service
providers.
• Provide spares and consumables which are required to ensure the proper
functioning of the medical devices.
• provide a delivery service for consumables.
• Service and maintain the electronic medical devices, or where appropriate arrange
for 3rd party service and maintenance in accordance with the equipment
specification.
• Provide Dorset ICB with governance assurance.
• Provide best value, where appropriate considering patient service needs.
The system shall ensure that:
• A database of the devices included within the contract is established and
maintained.
• A scheduled service management and calibration process is developed and
implemented including PAT testing annually.
• A contract management system is developed and implemented.
• Local repair processes are developed and implemented.
• Consumables are delivered to service users in a timely manner, with appropriate
records being kept of all orders and deliveries – list of example zones provided in
appendix 1.
• Storage, distribution, and location management services are developed and
implemented.
• An equipment loan, replacement and planning process is developed and
implemented.
In order to support the devices included within the scope of the contract the following
professional and management services will be provided:
• Procurement advice.
• Repair/replacement advice.
• Risk assessment advice.
• Management advice.
• Contract management advice.
• Attending medical devices and contract meetings.
• Device alert and hazard management advice.
Where beneficial and appropriate, services will be commissioned from third party
providers. Third party providers will be subject to the supplier assessment process detailed
in the ISO9001:2015 quality management system and shall comply with all applicable
legislation and guidance.
Costs for the provision of services from NHS and non-NHS providers will be discussed and
approved by Dorset ICB. This will include:
• NHS and non-NHS provider schedule service and repair arrangements.
• Supply of spare parts.
• Supply of consumables.
• Local device storage and transport arrangements.
• Device commissioning costs.
• Device management costs.
• Device disposal costs.
