Plenary Roads Winnipeg as preferred bidder for the project, which has a total budget of CA$587.3m (拢316m) and covers the second stage of the transitway together with an underpass. Plenary Roads Winnipeg achieved the highest score for its combined technical and financial submission for the project, which is being carried out on a design-build-finance-operate-maintain model.

The city has also issued a request for proposals for a study of a second rapid transit corridor, from downtown Winnipeg to eastern Winnipeg.

Construction of the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project is expected to begin this summer of 2016, with completion in late 2019. Operations on the new transitway are expected to begin in April 2020.
