Welsh government mandates project bank accounts

8 Dec 17 The devolved government of Wales has decided to use project bank accounts (PBAs) from 1st January 2018 on all building projects over £2m procured by government bodies.

Mark Drakeford, Welsh cabinet secretary for finance, said the use of project bank accounts was intended to support ethical business practices in government-funded construction, infrastructure and service contracts.

All Welsh public sector bodies have been told to 鈥渦se project bank accounts where appropriate鈥 and are being encouraged to use the .听

The policy has been welcomed by various construction industry bodies 鈥 particularly those representing firms lower down the supply chain who stand to benefit the most.

Cat Griffith Williams, national executive officer for Specialist Engineering Contractors鈥 (SEC) Group Wales/Cymru Wales, said: 鈥淧oor payment practices are the biggest killer of productivity and growth in Welsh construction. PBAs will help curb abuse and thus enable small firms to deliver to their full potential.鈥

Michelle Davies from the Electrical Contractors鈥 Association said: 鈥淲elsh government is to be congratulated.听 Dealing with poor payment practices has to be the number one priority for construction.听 I look forward to the time when we can half the threshold for using PBAs.鈥

Rudi Klein, chief executive of the SEC Group, said: 鈥淲ales now joins Northern Ireland, Scotland and the UK government in using PBAs in public sector construction.听 Evidence is now emerging that as well as protecting SMEs from abuse they are also helping to reduce the cost of construction.鈥
