The preferred proponent is expected to be chosen by summer 2017 for the project, which has an estimated total cost of CA$3.5bn (拢2.1bn).

- Gateway Mobility Solutions

Design-build contractors: Dragados Canada and Flatiron Constructors Canada
- Lower Mainland Connectors:

- Pacific Skyway Partners
Equity partners: Fluor Canada, John Laing Investment and SNC-Lavalin Capital
