Mr Spencer, a chartered civil engineer, joins Amey from Capita where he was executive director in charge of the infrastructure division.
Mr Spencer will report to Andy Milner, managing director of Amey鈥檚 consulting, rail and strategic highways division

More than half of the 3,000 employees in Amey鈥檚 consulting business are members or fellows of the Institution of Civil Engineers and a further 10% are graduate members.
