Teams vie for $1bn Colorado highway

18 Sep 15 Four international teams have been issued with the first part of the request for proposals (RFP) for a public-private partnership to build the I-70 East in Denver, Colorado.

Colorado Department of Transportation (CDOT) is seeking a developer team to design and construct the project as well as to operate and maintain the corridor over an extended period. The scheme has an estimated cost of US$1.17bn (拢730m).

  • 5280 Connectors - Plenary Group, Skanska Infrastructure Group, Skanska USA Civil,聽 Zachry Construction Corporation, HDR Engineering, Transfield Services;
  • Front Range Mobility Group - Hochtief PPP Solutions, ACS Infrastructure Development, Aecom Capital, John Laing Investments, Flatiron Constructors, Dragados USA, URS Energy & Construction, CH2M Hill Engineers;
  • I-70 Mile High Partners - Cintra Infraestructuras Internacional, Bechtel Development Company, Ferrovial Agroman US, Bechtel Infrastructure Corporation, Sema Construction, Janssen & Spaans Engineering, Othon;
  • Kiewit / Meridiam Partners - Kiewit Infrastructure Group, Meridiam Infrastructure North America Fund II, Parsons Brinkerhoff, Jacobs Engineering, Roy Jorgensen Associates.

The proposed I-70 East project would add one additional managed lane in each direction on I-70 from Interstate-25 to Interstate-225, remove a 50-year-old viaduct, lower a section of the interstate and construct a four-acre cover over a portion of the lowered interstate.

The four teams will be asked to respond with detailed information about how they propose to design, build, finance, operate and maintain the project. In addition, teams must provide detailed financial information and outline how they will ensure transparency and meet the project goals of the state, the general public and impacted communities.

鈥淲e are excited to begin working with these teams to see what ideas and efficiencies they can bring to deliver this critical project to Colorado,鈥 said Tony DeVito, I-70 East project director.

The RFP process will produce several drafts over an estimated eight-month period. The first component of the RFP, the instructions to proposers, was released this week. The remainder of the first draft will be released on 29 September. In line with CDOT鈥檚 transparency policy, the documents are all being released to the public at the same time as to the bidders.

The winner will be selected in autumn 2016.
