Highways Agency names its £5 billion framework winners

7 Nov 14 The Highways Agency has named its preferred contractors for a £5bn programme of road works.

The Highways Agency鈥檚 new Collaborative Delivery Framework (CDF) involves 26 companies across four lots 鈥 three for construction, according to value of project, and one for design. The framework is designed to speed up and simplify procurement procure for up to 拢5bn of investment in England鈥檚 motorways and major A roads over the next five years.

There are no particular surprises, other than that no single contractor is in more than one lot, so the work looks set to be shared around the industry. However, there is a significant overlap in the value criteria of the three construction lots.

Highways Agency chief executive Graham Dalton said: 鈥淭his framework is the largest we have ever awarded. It will allow the Agency to deliver large scale improvements to England鈥檚 strategic roads, enabling economic growth across the country.

"It is not just the scale of this framework that is important, but the way it is designed to bring the Agency, designers and contractors together in one large collaborative team. We expect to deliver this major investment programme efficiently, speedily, and with real effort to minimise disruption to road users while we build."

Commercial and procurement director David Poole added: 鈥淭he way the Agency is doing business is evolving to meet the historic levels of investment we will be delivering and this framework is a key part of making this more efficient and collaborative. This framework has also been designed to support the industry and encourage small and medium sized businesses to grow throughout the contract.鈥
