This week marked the deadline for submissions from private-sector partners to Colorado Department of Transportation (CDOT), the High Performance Transportation Enterprise and the Colorado Bridge Enterprise.
鈥淲e are thrilled at the caliber of the teams that responded to our request for qualifications,鈥 said project director Tony DeVito. 鈥淚-70 East is one of the state鈥檚 most critical highway segments and we are seeking the best of the best to partner with CDOT to address the long-standing safety and congestion problems along this corridor.聽 From the response we saw yesterday, we are on the right track to reaching that goal.鈥
The five teams are:
- 5280 Connectors - Plenary Group, Skanska Infrastructure Group, Skanska USA Civil, 聽Zachry Construction Corporation, HDR Engineering, Transfield Services;
- Denver Mobility Partners 鈥 InfraRed, Star America, Fluor, Ames, Granite, Parsons, DBi Services;
- Front Range Mobility Group - Hochtief PPP Solutions, ACS Infrastructure Development, Aecom Capital, John Laing Investments, Flatiron Constructors, Dragados USA, URS Energy & Construction, CH2M Hill Engineers;
- I-70 Mile High Partners - Cintra Infraestructuras Internacional, Bechtel Development Company, Ferrovial Agroman US, Bechtel Infrastructure Corporation, Sema Construction, Janssen & Spaans Engineering, Othon;
- Kiewit / Meridiam Partners - Kiewit Infrastructure Group, Meridiam Infrastructure North America Fund II, Parsons Brinkerhoff, Jacobs Engineering, Roy Jorgensen Associates.
A shortlist will be drawn up and sent a request for proposals in the autumn, with a goal of selecting a private partner at the end of 2016. 聽Construction is scheduled to begin in 2017.
The selection process does not prejudge the final project to be constructed, which will be determined at the end of the environmental impact statement process. The current phase one project for I-70 East includes adding an express lane in each direction on I-70 from I-25 to I-225, removing the 50-year-old viaduct between Brighton Boulevard and Colorado Boulevard and lowering the interstate along this stretch, and constructing a cover over a portion of the lowered interstate. The Final environmental impact statement is due to be released early next year.
