Bellway already has planning permission for a six-storey block on the site but is now proposing to seek an amendment to this to make the tower much taller, to house 78 apartments.
The 拢500m development is on the site of the world鈥檚 first wireless radio factory.
In a leaflet delivered to residents of the development, Bellway says: "This document has been produced to provide you with information about our proposals to amend our existing planning permission for the former Marconi site in Chelmsford, and to ask for your feedback.
"We have applied to amend the south-western-most building at the site (Block M) from a six-storey commercial building to a 16-storey building, including residential and commercial units.
"In 2013, Bellway received approval for a six-storey commercial building at this location as part of its planning application for the wider Marconi site.
"After conducting market research, however, it has become apparent that there is no demand locally for additional significant commercial space."
Local newspaper is reporting discontent among those who have bought homes on the site only to learn that Bellway wants to overshadow their new homes with a tower block.
"It's just the cheekiest thing,鈥� said one, adding "I actually feel quite betrayed鈥�.
