22 Jun 10 Two consortia have been shortlisted for the construction and operation of a PFI waste treatment facility in Leicestershire.

Two consortia have been shortlisted for the construction and operation of a PFI waste treatment facility in Leicestershire.

The county council has chosen two teams to progress to final round of the procurement process:

  • Osiris (a consortium made up of United Utilities Waste Management, Costain, and John Laing Investments), which is proposing a mechanical treatment facility to produce a refuse derived fuel (RDF) for gasification.
  • Veolia Environmental Services, which is proposing an energy from waste facility.

Both proposals would be located at a council-owned site in Bardon.

Leicestershire will invite final tenders later this year. Subject to planning consent and construction, it aims for the facility to be open by April 2015.

The project has 拢87m of PFI credits to contribute to development cost, with the life-cycle value of the project estimated at 拢658m.

The successful bidder will have to manage up to 180,000 tonnes a year of residual waste over the 25-year duration of the contract.
